I agree with the guy earlier who said that its the ships that fit 1 ecm and still have a good chance to jam thats the problem. Obviously a stacking penalty to ecm would encourage the 1 ecm trend so lets not consider that. Basically solution is ...

I agree totally. CCP really needs to boost low slots. Take sensor amps for example. You need to take around (and i'm approximating here..) 4 of them to get the same boost as a sensor booster. Find a way to prve that thats fair... Maybe if ccp mad...
